Happy Diner Applies to Serve Beer and Wine in San Pedro

A city filing registers Happy Diner #1 as a full-service restaurant at 380 W. 6th St., with a start date next month.

A business called Happy Diner applied Monday to serve beer and wine at 380 W. 6th St. in San Pedro, according to California Department of Alcoholic Beverage Control records. The application is pending.

The city's paperwork has a date on it. Happy Diner Corp. registered a location called Happy Diner #1 at the same address with the Los Angeles Office of Finance. The registration lists it as a full-service restaurant with a location start date of Nov. 1, and the entry first showed up in the city's file Wednesday. The state application lists the same corporation as its licensee.

The license is a type 41, which ABC calls On-Sale Beer and Wine – Eating Place. That means beer and wine served at a restaurant. Spirits would take a different license, the type 47 On-Sale General, so on paper this is a diner with beer and wine, not a cocktail bar.

It isn't a brand-new license, either. ABC's record lists the application as a "person to person" transfer, the agency's glossary term, from an existing type 41 license, No. 41-133454. The record also names an escrow company, Team Escrow Inc. of Irvine. It doesn't say who held the older license or what business used it.

Neither filing says what Happy Diner plans to cook, when it'll serve its first plate or who'll run the kitchen. A pending license can still be protested, withdrawn or denied, and a start date on a city business registration is a plan, not an opening.

For now, the state's answer is pending. The city has Nov. 1 written down.
